Title II of the McCarran Act specifically provides for the establishment of so-called detention centres. Far from directing the creation of such centres, the law authorises the Attorney-General of the US to apprehend and detain ‘in such places of detention as may be prescribed by him … all persons as to whom there is reasonable ground to believe that such persons probably will engage in or probably will conspire with others to engage in acts of espionage and sabotage.’
